Brian Berman says - “THE DRAFT REGIONAL SPATIAL STRATEGY WAS PRODUCED AND APPROVED BY THE REGIONAL ASSEMBLY, about 130 members, on March 10th 2006. I attended many meetings prior to that contributing to the formulation of the strategy and attending Regional Assembly meetings. At Teignbridge DC and at Devon CC we were reasonably satisfied with the document.
Since then, a panel of just three appointed Inspectors have conducted the Examination in Public and are about to produce their report which will go to the Secretary of State who has the power,in effect, to do what he/she likes.”

The examination of selected matters arising from representations on the Draft RSS for the South West (June 2005) will be held in public and before an independent Panel appointed by the First Secretary of State consisting of Jim Parke, BSc (Hons) Geography, MRTPI as Chair, David Lavender MRTPI, Inspector Member and Rhys Davies CEng MICE Panel Member.

Panel biographies

Panel Chair – Jim Parke BSc (Hons) Geography MRTPI
Jim Park has worked on a range of planning tasks and joined Strathclyde
Regional Council at its inception in 1974 as Assistant Director – Structure Plan.
This work involved a wide range of planning issues from the urban renewal of the
Greater Glasgow conurbation to the challenges facing the rural areas of Ayrshire
and Argyll.
Since the demise of the Regional Council in 1996, he has worked with Metrex a
Network of European Metropolitan Planning Authorities and was also appointed
to the panel of EiP Panel Chairs. In that capacity he chaired the Warwickshire
Structure Plan EIP in April 1999, the East Midlands RPG Public Examination in
June 2000, the Kingston upon Hull and East Riding Joint Structure Plan EIP in
January 2004, the Wiltshire and Swindon Structure Plan Alterations EIP in July
2004 and most recently the North East Regional Spatial Strategy Examination in
Public in March 2006.

Panel Member – Rhys Davies CEng MICE
Rhys Davies has worked in Local Government and for the Planning Inspectorate
where he was a Member of the Board with responsibility for the Inspectorate’s
Enforcement work in England and all its full range of duties in Wales.
He retired from the Planning Inspectorate in 2002 and is a member of the panel
of EiP Chairs. He chaired the Gloucestershire Structure Plan Alterations EIP in
November 2003 and the City and County of Swansea Interim Housing Land
Policy Statement (2002-2009) Examination in Public in December 2004.

Panel Inspector – David Lavender MRTPI
David Lavender is a full time salaried Inspector with the Planning Inspectorate,
which he joined in 1991 following a lengthy career in Local Government. During
his 15 years with the Inspectorate he has dealt with a varied range of
development plan work including two London UDPs as well as Local Plan
Inquiries for a number of Shire Districts. He has maintained a close involvement
with the evolution of the spatial planning process at local level and its influence
on development management, both through conducting advisory meetings and in
the normal course of planning appeals casework.
